NAME OF THE UNIT OF MGC-
The name of the unit of MGC will be Global Agreement on Participation and Peace. Hereinafter it will be
known in brief as ‘GAPP’.
PREAMBLE OF THE CONSTITUTION OF GAPP
Aligning the organizations of all the countries of the world for the purpose of:
Forming Interim Parliament and Interim Government:
For Forming the Union of South Asian, Australian, African, American and North Asian countries,
separately;
For Forming the Eastern and Western world separately, by uniting respective unions;
For Forming the Eastern and Western world collectively i.e. whole earth;
Establishing rule of democratic law by forming unions of countries, not only at the level of common
territory of all countries of South Asia but at the level of all the countries of whole world;
Identifying and recognizing the horizontal and vertical components* of sovereignty and general will of
the masses and that of the state, getting them recognized, getting representation in the decision making
process of the state for all kinds of general wills* and all components of sovereignty* of all units;
Making available the economic and political opportunities, democracy, fraternity and equality for all the
citizens of all countries;
Evolving a competent political and economic world order on the basis of justice for all to eliminate the
circumstances from the whole world creating violence, economic slavery, poverty and environmental
imbalances and to address the social issues arisen due to the aftermath of the treaty adopted in year
1994 namely, General Agreement on Tariffs and Trade, GATT;
Solving world level politico economic problems;
POLICY OF THE GAPP
Solution of the problems of citizens of the world will be worked out by the world citizens for the
citizens of entire world.
NATURE OF THE ORGANIZATION
The GAPP Organization is an organization of charitable nature. It is a unit of the Mission for Global
Change, MGC, a registered charitable trust with its headquarters situated at the 2nd Floor, 6/1067
Janakipuram Vistar, Lucknow. The Interim Government of Earth / Central Executive Committee of the MGC
has been passed a resolution to register the GAPP Organization as a unit of the MGC and will pass a
resolution to create three separate heads in the bank account of the MGC. One will be for the purpose of
the national /global unit of the MGC. This unit will be called GAPP (Global Agreement on Participation
and Peace) organization. The second will be for the purpose of its Hemi-national unit of MGC. This unit
will be called HAPP (Hemi-national Agreement on Participation and Peace) Organization. The third will be
for the purpose of its Homeland unit of MGC. This unit will be called SAAPP (South Asian Agreement on
Participation and Peace). KYC of all the members of the Interim Government of Earth / Central Executive
Committee, address proofs of the offices and office bearers of these three super-national
units/organizations, constitution of the organizations will be submitted with necessary affidavits and
undertakings. In due course of the registration of the units namely GAPP, HAPP and SAAPP; the concerned
committees of these units will submit affidavits to MGC for necessary declarations. Apart from the
administrative expenditures, the Central Committee of MGC will authorize the Committees of GAPP, HAPP
and SAAPP Organizations to spend all the deposits of their own Heads. The percentage of administrative
expenses of Central Committee of the MGC in the heads of GAPP, HAPP and SAAPP will be mentioned in the
resolution.
PRINCIPLES, PHILOSOPHY AND ASSUMPTIONS-
The member organizations of the GAPP will study to understand and to believe in the following
assumptions-
- The book namely Janopanishad, Reinvention of Democracy and Password of Public Policy; consists the
total view points of the great men and philosophers of the past and real solutions of all those
contemporary problems which can be solved by the machinery of the state. It contains also the
information of feasible solutions to cope up with the challenges, likely to be created in future,
and of their remedies, workable in present.
- All the homo-sapiens of the entire earth behave like the cells of a common body. Therefore, as no
organ of the body can be treated, separating it apart from the body, likewise no permanent problems
of any country can be solved, by separating it apart from the whole world.
- Human beings and the earth, both have been created by nature. Hence, roaming all around / going to
any corner of the entire earth is their fundamental right, the violation of which should be treated
as the violation of their fundamental rights. The entry in the house can be prohibited only by the
house-maker, likewise entry on the earth any where can be prohibited only by the maker of the earth.
The methods and traditions like Visa, to check violence and terrorism in the world, have themselves
become the causes of violence and extremism and terrorism. These prevalent traditions and methods
regarding visa are based on political superstitions. Their elimination is indispensible to combat
the violence and terrorism from the world.
- As the longevity of the body of every individual is fixed, likewise the age of the human society is
also fixed. The changes occur in the body and mind of the individual, along with age. Likewise
changes come in the nature of society with the growing age. Hence the values, faiths and rules of
communities have no eternal longevity. After a period their forms change.
- The ecstasy and pleasure cannot be created, neither can it be destroyed. It is only transferred from
consciousness to body, from one individual to another, from one community to the other, from the
country to another country and from one living species to another living world, mutually.
- Strength is not provided by the nature to assault some weaker one, but it is provided to protecting
the weak.
- To decentralize one thing, it is necessary to centralize some other thing. Centralization is tool
for decentralization. Hence the energy of the GAPP will be applied on, instead of preventing
centralization, to disseminate the advantages of centralization to the decentralized units, so as to
make them come within the reach of each and every individual.
- Exchange medium/money is an item, produced by a collective enterprise. Hence, to get money, it is
essential to eschew and renounce private values.
- In the private income of an individual; share of political system in producing paper money, share of
laws and share of nature have also to be included. This share is more to the extent that any person
has so called private money.
- Two communities, between whomh an historical enmity is apparent, and two ideologies which appear
mutually hostile to each other, are like two electrical wires of earth and phase. If they are
directly connected with each other, there is sparking, and if joined together connecting through a
resistance a bulb is made, which shedes light everywhere. Likewise if two mutually hostile
ideologies and communities are harming to each other but are beneficial to the group requirement of
humanity. Hence, the GAPP believes in peaceful and democratic forms of expression of dissent and
their cohabitation and possible co-existence.
- The GAPP declares that it will not in any manner promote or instigate or participate in violence.
- The GAPP will achieve of the its principles and objectives by non-violent and democratic means.
- The GAPP declares its faith and allegiance in the Deed of Mission for Global Change (MGC).
OBJECTIVES
Organization will work to achieve the following objectives-
- To perform the functions of second schedule of the instant constitution of GAPP.
- To implement the essential political, legal and constitutional reforms for administering the rule of
real democratic laws at the level of Homelands*, Hemi nations* and at the level of nation*/whole
world.
- To align and knit the organizations and individuals of whole world bearing common and similar
objectives, goals and mind in terms of social welfare, empowerment of marginalized communities and
collective interest of society.
- To create common platform of likeminded NGOs, Charitable organizations, political parties for mutual
cooperation, common demonstration for common issues, common education, training and survey programs.
- To ensure democracy through written constitution in structure of the forum of the GAPP in relation
to democratic output, transparency and accountability for the organizations associated with GAPP.
- To work for Identifying and recognizing the horizontal and vertical components of sovereignty of the
state.
- To work for evolving a competent world order for making available the justice, the real democracy,
the fraternity and the equality of economic and political opportunities for all the citizens of the
world.
- To enter into a separate international treaty to compensate for the damage caused to farmers,
unemployed, small traders due to the international treaty called GATT, which was signed by
governments in 1994.
- To work for aligning the political parties, voluntary organizations and charitable companies of the
world for necessary joint actions needed for remuneration to their cadres, for solving world level
problems, for evolving a system to address the social issues that have arisen in the aftermath of
the treaty adopted in year 1994 namely, General Agreement on Tariffs and Trade, GATT.
- To work for transparency in government and in the market and also for balance between the two.
- Work to transfer the ownership of the assets i.e. raw material, land, machines, natural resources
required for production of goods in the optimum productive hands in view of eliminating the idleness
of land, men and machines.
- To implement the proposal of Votership, the democratic system of social security, inclusive growth
and people’s participation in development in all the countries as introduced in the parliament of
India during 2005.
- To enact a law known as Votership* Right to all economically deprived voters, which has been
considered by the Goyal committee of the Parliament of Indai. It proposes the regular egalitarian
distribution of Gross Domestic Income arising out of the hard work of machines; natural resources
and which is accruing due to presence of democratic institutions of the nation.
- To work for the co-existence of mutually hostile representative ideologies and for providing
participation to them in the political and economic power.
- To work for conditional citizenship of various vertical levels like Global/national Level,
Hemi-national Level and Homeland Level
- To work for granting power to various local vertical units like to villages, to families and to
citizens to take part in the decision making process in the various vertical levels of the state,
like Homeland, Hemi-national and Global level.
- To work for evolving and implementing such political, legal and constitutional framework / reforms;
so that the society may pay the persons and institutions working for economic security and for
economic growth of the deprived voters.
- To work as filament between two representative political thoughts hostile to each other.
- To protect the constitution, democracy, secularism and a republic of unity in diversity of all
nations of the world.
- To work for structural reforms to develop a more inclusive democracy and more inclusive economy.
- Reinstate the socialist state and enact the necessary laws to give participation to various social
units and economic classes in proportion to the population in political power and economic
resources.
- To enter into international treaties necessary to solve the international and global problems, like
corruption, poverty, unemployment and a variety of inequalities.
- To form common market, common Parliament, common government, common police, common court, common
currency note, common army of all south Asian countries.
- To enter into a global treaty to liberate the world from international political and economical
exploitation and international terrorism, to grant international and global rights to the citizens
of all countries, to ensure environmental protection and world peace.
- To make law for demarcating the right of succession and democratic distribution of property by
drawing a line of richness; for the purpose of ensuring the functioning of democracy at the will of
the common people instead of the wishes of a handful of the most wealthy.
- To implement such policies to ensure equal education, equal health care facilities and equal access
to employment for all.
- To enact laws to hold elections at government expense.
- To enact laws to inculcate scientific attitudes among citizens and to prevent the propagation of
untruths.
- To enact laws to propagate constitutional rights and duties.
- To implement policies to ensure systemic solutions to poverty and unemployment.
- To unite, consolidate and motivate the governments of all countries of the world to cooperate with
GAPP.
ACTIVITIES-
The activities of the GAPP will be as under:
- To grant resources of the GAPP on priority basis to those member organizations which works to
provide adequate participation in GDP to lower economic classes to facilitate their lives to live
with dignity and without fear?
- To achieve the objectives of GAPP by motivating the civic societies, non government organizations,
charitable companies, trusts, institutions, organizations, political parties, street movements,
campaigns, universities, research centers of various countries:
A. To get organizational membership of the GAPP;
B. To join as an organization of networking of GAPP;
C. To get affiliated with GAPP;
D. To get associated with GAPP;
E. To get authorized for working for various activities of the GAPP
- To expose those organizations through the media amongst their members and general public which
intend to harm the society by keeping themselves away to align with GAPP and by cooperating those
forces in their conspiracy of ‘ divide the society to exploit’ just for personal economic or
political gains of their main leaders.
- Conducting activities of online/offline signature campaigns for GAPP treaty and for its
supplementary treaties, organizing public awakening marches, peaceful picketing, demonstration,
rallies, fasts, hunger strikes, seminars and mass meetings, training and workshops, training camps
for building the consensus in favor of the treaties, publishing journals and periodicals, starting
and running radio and T.V. channels to achieve the objectives of the GAPP.

MEMBERSHIP
There will be 3 types of membership of the GAPP. The first will be Individual Membership, second will be
Organizational Membership and the third will be Commercial membership. The rights and the duties of the
members will be as per respective grading of their membership. The Central committee will be authority
to make rules for members registration and renewal of their membership. The Central committee will also
be the authority make rules to transfer the members of the GAPP from one level to another or from one
organ to another in the organizational structure of the GAPP.
INDIVIDUAL MEMBERSHIP
Any person can join GAPP organization in individual capacity as per rules. The Individual Members will be
called ‘Member of GAPP’ or ‘Change Makers’, ‘Justice Worker’ in English and will be called ‘Parivartak’,
or ‘Parivartankarmee’, or ‘Parivartankaree’ ‘Nyaykarta’, ‘Nyaykaree’, ‘Nyaykarmee’ in Hindi.
- Eligibility for Individual Membership
Individual membership will be opened for those persons who fall under the eligibility given below
and declares in written:
- To express belief in the constitution of the GAPP;
- To choose anyone of super-national citizenships in the prescribed format amongst 3 vertical
citizenships known as Homeland, Hemi-national and Global (national) citizenship;
- To get involved in sale and purchase of those goods and services which are recognized by the
GAPP;
- To accept the remuneration, if any, through the mode of ‘RDRs’* against their political and
social works;
- To vote during the elections conducted for composition of respective vertical legislative
unit and executive Committees of the GAPP;
- To not cooperate with those corporate powers who conspire to ‘divide the society to
exploit’.
- That the applicant for Individual Membership will deposit requisite membership donation as
per the rules laid down in Schedule-III of the Constitution of the GAPP on regular basis to
the respective vertical unit of the GAPP to which the Individual member is associated.
- Through the membership application form the Individual Members will declare under oath:
- To work to achieve the objectives of the GAPP through the procedure determined by
it.
- To make attempt to accommodate one’s working style as far as possible, according to
the constitution of the GAPP Organization.
- To practice to develop the higher judicious view point.
- Applies for membership according to the Form-2 decided for availing the Individual
Membership of the GAPP; and submits the application for membership to the office of GAPP
either by paper or by Online method and gets the application accepted by the GAPP
Organization as per rules;
- Classification of Individual Membership
The Individual Membership will be classified into 3 categories :
- Those Individual Members will be registered as Interim Citizen of South Asian Homeland, who
will apply / choose voluntarily for citizenship of common territory of South Asian countries
- Those Individual Members will be registered as Interim Citizen of Homeland of European/
North Asian/African/South American/North American Homeland, who will apply/ choose
voluntarily for citizenship of common territory of countries of the concerned region*.
- Those Individual Members will be registered as Interim Citizen of Eastern/Western
Hemi-nation, who will apply / choose voluntarily for citizenship of common territory of
above mentioned Homelands of eastern/western world.
- Those Individual Members will be registered as Interim Global Citizen, who will apply /
choose voluntarily for citizenship of whole earth and other planets where inhabit of human
being is possible. The Interim Global Citizens will also be called as Interim National
Citizen.
- All above said three types of Individual Members will be called Super-national Interim
Citizens or Supra-national Interim Citizens collectively.
- Super-national Interim Citizens will authorize the GAPP organization:
- To publish their application on website of the MGC/GAPP and to forward above said application to the governments of concerned nations of the world.
- To advocate on their behalf on national and international forums, to develop consensus to ratify the international treaties and agreements for granting International rights to Super-national Interim Citizens.
- The membership period of the Individual Membership of the GAPP Organizations will be life long. The renewal of membership through application form will be essential within 5 Years. The membership renewal applications can be sent/uploaded at the end of 4 years & 8 months of the ongoing membership.
5.1.4 Any Individual Member can become the member of the GAPP only on the address where the member resides permanently. In case of change of address, the Individual Member will be required to give notice to the central or regional office of the GAPP in writing, or on its online portal immediately.
- Option to choose and avail anyone vertical super-national citizenship voluntarily, will be given in the prescribed format Form-3.
