Minutes of the Second Meeting

2. Opening of the Meeting

The meeting was convened on 9 March 2026 under the banner of the Anti-War Fund (AWF), a unit of the Mission for Global Change (MGC). This special meeting was held by invitation to newly associated members in order to review and formally approve the decisions taken during the first meeting of the AWF. The meeting also aimed to prepare for the third meeting of the AWF, which is expected to serve as the first meeting of the AWF Steering Committee. Accordingly, the participants assembled to review earlier decisions and to discuss future initiatives aimed at promoting peace, harmony, and the prevention of warthrough public awareness, institutional engagement, and international communication.

3. Adoption of the Agenda

The following agenda items were adopted for discussion:

  • Review of the proceedings of the previous meeting held on 24 August 2025 at the Rajiv Gandhi Foundation.
  • Planning of regular monthly online meetings.
  • Preparation of a half-A4 informational leaflet introducing the objectives and activities of the Anti-War Fund.
  • Update regarding efforts to contact Mr. Javed Akhtar for collaboration.
  • Strategy to communicate with all nations and their media organizations for awareness and reporting.
  • Allocation of resources for social media outreach and public engagement.
  • Any other matters with the permission of the Chair.

4. Review of the Previous Meeting (24 August 2025)

Participants reviewed the ten decisions adopted in the previous meeting. The decisions were broadly endorsed by the participants, while certain additional observations and suggestions were recorded.

4.1 Role of Donors

With reference to Decision No. 3 (Role of Donors), Mr. Meraj Shahab suggested that a complete prohibition on large donors becoming members of the decision-making or steering committee may not be necessary.

It was suggested that the organization may keep the option open to appoint donors as committee members, provided that their representation does not exceed one-third of the total membership of the decision-making or steering committee.

Decision

The resolution will be presented in the next meeting before Steering Committee of the AWF.

4.2 Expansion of the Steering Committee

With reference to Decision No. 8, participants recommended approaching additional like-minded and respected public figures to join the Anti-War Fund Steering Committee.

The following individuals along with the authorized person to contact them were suggested for potential outreach:

  • Prof. Vipin Tripathi, IIT ( authorized person to contact – Ms. Saba Khan)
  • Mr. Ramashankar, Gwalior (authorized person to contact- Shri Syed Tahseen Ahmad and Saba Khan)
  • Dr. Zafarul Islam Khan, Delhi (authorized person to contact – Shri Syed Tahseen Ahmad)
  • Dr. Sayyada Sayyidain Hameed, Former Member, Planning Commission of India, New Delhi (authorized person to contact – Shri Syed Tahseen Ahmad, Ms. Saba Khan and Shri Meraj Shaheb)
  • Decision:

    The above said persons authorized to contact will contact, convince and invite the respective guests in the next meeting of AWF.

4.3 Activities to be Undertaken

Participants reviewed Decision No. 10, relating to proposed activities.

Engagement with Bar Associations

Shri Vishwatma informed the participants about 103 meetings he had organized with bar associations in west Uttar Pradesh. According to his experience, the concept and objectives of MGC, GAPP, and the Anti-War Fund were received positively.

Decision:

Such engagements will continue under the leadership of Shri Vishwatma.

Educational Outreach in Schools and Colleges

Participants discussed organizing debate competitions, lectures, and workshops in schools and higher educational institutions focusing on peace, harmony, and prevention of war.

It was also proposed that NCERT and state education ministries be approached with the request to incorporate educational content on peace studies, conflict resolution, and war prevention in academic curricula and co-curricular programs.

Decision:

Looking at nobody capable of contacting and convincing the Chief Ministers, respective Education Ministers and higher officials this subject is postponed to discuss in the next meeting of AWF.

4.4 Other Matters

Formation of Village-Level Committees

Participants agreed that village-level committees may be formed in the future to promote awareness and grassroots participation with Global Agreement on Participation and Peace (GAPP) and with association of other like minded organizations and . This initiative will be taken up at an appropriate stage.

International Day of Peace (21 September)

The programms on 21 September 2025, the International Day of Peace, were organized and the detailed report may be presented in the next meeting by Sh. Sandeep Pandey Ji. passed without the organization being able to conduct a program.

Preparation of Introductory Leaflet

Participants agreed that a half-A4 informational leaflet should be prepared to introduce new people to the objectives and activities of the Anti-War Fund and invite them to participate.

Target Date: 15 March 2026

Contact with Mr. Javed Akhtar

Mr. Tahseen Ahmad informed the meeting that he had not yet been able to establish contact with Mr. Javed Akhtar, but he would continue to explore opportunities to reach out to him.

5. Regular Monthly Online Meetings

Participants agreed to institutionalize regular online meetings.

Decision:

An online meeting of the Anti-War Fund will be held on the first day of every month from 8:00 PM to 9:00 PM.

Responsibility:

Ms. Saba Khan will remind Shri Vishwatma approximately four to five days prior to each meeting.

The meeting link will be circulated by the MGC office.

Participants were encouraged to share the meeting link within their networks to expand participation.

6. Communication with Nations and Media Organizations

Participants discussed strategies for strengthening international communication.

Decision:

A reminder communication will be drafted and sent to embassies of all nations, along with copies of the original letter and relevant MGC/GAPP literature.

The embassies will be requested to inform the organization about any action taken in response to the earlier representation.

7. Allocation of Funds for Outreach

Shri Vishwatma informed the meeting that the organization currently has approximately ₹1,00,000 in its reserve fund.

Participants discussed potential uses for this fund, including:

  • Establishment of an official YouTube channel
  • Organization of recognition and felicitation programs for individuals and organizations contributing significantly to peace, harmony, and social cooperation

No final decision regarding the allocation of funds was taken during the meeting.

8. Other Matters

Reminder Communications to Embassies

It was suggested that follow-up letters should be sent to embassies every 60 days, referencing earlier communications and requesting updates regarding action taken.

9. Recognition of Donors

It was proposed that donors contributing ₹1200 or more during a given year should be invited to annual or major organizational events.

These donors may be publicly recognized through the presentation of a membership badge or badge of honour.

Informal Member Gatherings

To strengthen interpersonal relationships among members, participants suggested organizing small gatherings at the residences of volunteers.

The venue for such meetings will be finalized at the time of scheduling.

9. Conclusion

The meeting concluded with appreciation for the contributions of all participants and with a shared commitment to advancing the objectives of the Anti-War Fund, particularly in promoting peace, dialogue, and international cooperation to prevent war. The meeting was chaired by Shri Prabodh Raj Chandol and anchored by Shri Meraj Shaheb.
